States have many opportunities to network and learn about new tools, programs, and research. But time pressures, difficulty in and other collaboration constraints can make it difficult to apply those ideas with fidelity and coherence and to engage district and school-level staff. In response, CTQ developed Catalyst, a state-level community of practice that facilitated teams of schools, districts, and state agency staff to co-create and launch professional learning and leadership initiatives in four states that are educator-led, sustainable, and effective.
